A total of 201.1 tons of cannabis for medical or scientific purposes were imported into Germany in 2025, according to the latest figures from the Federal Institute for Drugs and Medical Devices (BfArM). This represents an almost threefold increase (a factor of 2.8) compared to 2024, when 71.1 tons were imported .
The last two quarters in particular saw record highs of 59 tons (Q3) and 56.6 tons (Q4). The temporary import ban in September, imposed due to the initial exceedance of the maximum quantity reported to the INCB, appears not to have caused any significant disruption. Subsequently, the BfArM raised the maximum quantity to 192.5 tons . Even this figure has now been exceeded in 2025.
In a LinkedIn post, Alfredo Pascual estimates a gross trade volume of approximately one billion euros based on import volumes. However, he also points out that it is unknown how much ultimately reaches patients in Germany. Arnau Vladovinos of Cannamonitor assumes that pharmacies have dispensed cannabis worth more than one billion euros for the first time and estimates that about 20 percent of these sales go to patients with statutory health insurance (GKV) coverage.
The BfArM (Federal Institute for Drugs and Medical Devices) does not break down how much of the imports are for medical purposes and how much for scientific purposes. However, the vast majority is likely imported for medical purposes. Furthermore, since medicinal cannabis was removed from the Narcotics Act, the BfArM no longer publishes the percentage that wholesalers actually distribute to pharmacies.
In addition, there is the amount of cannabis that companies cultivate in Germany. Based on data from domestic producers, the Federal Institute for Drugs and Medical Devices (BfArM) forecasts that ten tons of cannabis for medical or scientific purposes will be produced in Germany in 2026. Official figures for 2025 are not yet available. Cultivation in Germany was liberalized with the entry into force of the Medical Cannabis Act (MedCanG) on April 1, 2024.
