Many early stage biotechnology companies face challenges in securing funding. The biotechnology sector is highly competitive, and capital has been scarce in the last few years, leading some companies to seek alternative collaboration opportunities. In a December 2024 Ask the Expert webinar, two representatives from Scorpius BioManufacturing — Joe Payne (president and chief operating officer, COO) and Jeff Wolf (founder and chief executive officer, CEO) — introduced their company’s innovative hybrid funding model, Scorpius Ventures, for early stage biotechnology companies in need of financial assistance.
The Presentation
Funding Challenges in Biotechnology: Early stage biotechnology companies often struggle to attract investments because of demanding expectations from funding sources. Investors increasingly require substantial preclinical data, including information about cell-line stability, process scalability, and toxicology results. However, emerging companies often lack the capital necessary to generate such data, creating a “chicken-and-egg” dilemma — funding is needed to produce meaningful data, which in turn are necessary to secure funding. This problem is compounded by the competitive and capital-intensive environment of the biotechnology sector, particularly for companies working to develop biologics domestically in the United States.
Scorpius BioManufacturing, with its current good manufacturing practice (CGMP)–grade facility in San Antonio, TX, seeks to bridge the gap between innovation and funding for biotechnology companies. Scorpius recognized that many promising scientific endeavors fail to progress because of the prohibitive costs associated with biologic development. Scorpius Ventures was established as a response to that challenge, aiming to support early stage companies by offering an alternative funding pathway that retains scientific development within the United States.
Scorpius Ventures uses a hybrid funding model, which is a partnership-based approach rather than a standalone investment fund. Scorpius provides contract manufacturing services and covers costs related to clinical manufacturing in exchange for small equity stakes in partner companies. Biotechnology partners, in turn, fund essential components such as consumables, cell-line development (CLD), and storage. That model reduces risk for both parties while fostering collaboration. By aligning interests, Scorpius enables biotechnology companies to access capabilities without needing large, upfront capital investments.
Current Progress and Future Outlooks: The response to Scorpius Ventures has been positive since its launch, with several biotechnology companies expressing interest. The company is preparing for a busy 2025, having already expanded capabilities and booked microbial fermentation projects through the year. Scorpius anticipates that economic conditions in the United States will improve, making 2025 a milestone year for the biopharmaceutical industry. Through partnerships, the hybrid model is expected to drive growth while helping biotechnology companies to achieve their scientific goals.
Although the Biosecure Act has yet to pass through the US Congress as of January 2025, its potential impact is already being felt across the industry. The legislation encourages biopharmaceutical development and production in the United States to reduce risks associated with overseas manufacturing, such as quality concerns, supply-chain vulnerabilities, and logistical complexities. Those factors have further incentivized US biotechnology companies to partner with domestic manufacturers such as Scorpius. Payne and Wolf said that, by eliminating the challenges of overseas production, companies can help to ensure product quality and patient safety.
Questions and Answers
How has the potential passage of the Biosecure Act affected biotechnology companies? Drug sponsors are trying to be proactive. Some of them plan to shift operations from China to India or Europe; however, quality concerns would still be a challenge because the US Food and Drug Administration (FDA) represents the gold standard in quality and patient safety. Partnering with suppliers overseas also comes with supply-chain risks and time-zone differences.
